Chromecast black screen white loading circle

Issue:
Experienced black screen with a white circle in the bottom left
Android App keeps saying “Buffering” on the show logo, left it like this for a minute then stopped playback via the Android app.

Environment Details:
Server: Plex Version 4.146.0
Server OS: Windows 11 Professional x64

Network:
Ethernet from Desktop PC to Router
Wifi (AC) 5Ghz to Android Clients/Chromecast

Troubleshooting Performed:
Restarted PC, Server, Android phone, Chromecast
Reinstalled Plex, fully deleted everything including regkey as per documentation
Moved files from External HDD to Internal NVME
Tried different file types (mp4 vs mkv)

Steps done within log files:
Successful:
Started Server 21:14 Server Time
Opened Plex Android App to Server 21:15
Navigated to NVME Movies 21:16
Opened movie “Filth” at 21:16, loaded after a few seconds
Choose Watch via Android app at 21:17
Loaded right away, played a few seconds, closed at 21:17

Navigated to NVME TV Shows at 21:18
Opened Dark Matter S1 E8 under recently watched at 21:18
Chose Watch via Android app at 21:19
Loaded right away, played a few seconds, closed at 21:20

Unsuccessful:
Connected to Chromecast (Bedroom TV) at 21:21
Chose Watch for Dark Matter S1 E8 via Android app at 21:22 to play on Bedroom TV:
