Clarification on "Limit remote stream bitrate" feature

Could someone clarify on how this feature is supposed to work? I originally wanted to use it to force users into transcoding at a certain bitrate in order to better manage upload usage and at first it seems to do that, however it appears to have the secondary behaviour of cutting off a users playback midstream if the media they’re playing fluctuates above my threshold?

In my Plex Media Server log it showed this for one of my users who was forced to 20 Mbps @ 1080p at the start of playback but then experienced multiple moments where playback would be stopped and they had to start it up again.

WARN - [Req#7e3/Transcode] Streaming Resource: Bandwidth exceeded: 28240 kbps > 20000 kbps

Is this how it’s intended to function or is there a bug I’m experiencing that I’ll need to further look into?

Sounds like a bug. The feature is as you expect, it signals when transcoding is needed. However, don’t look at the file’s average bitrate. PMS analysis your files and determines what bandwidth is needed. This is what is compared to the setting. You can see these numbers in the xml info for the file.
