CodexPack -- Definitive answer/Update?

On a QNAP TS-453be (2018).

Can we get a definitive guide on CodexPack, and whether it needs to be installed to enable hardware transcoding?
There seems to be many posts saying all options are the answer.
Can this answer be added to the “READ THIS FIRST” post?

I have no codexpack, and HW enabled on Splunk server. Transcodes on the dashboard have (hw), but i don’t know if that is just a label. Additionally thumbnails are super slow to generate, which i made a whole post for.

Plex do NOT use the CodexPack !

CodexPack is NOT needed for Plex HW transcoding.

It IS used by QNAP for their Native apps such as VideoStation, PhotoStation, HD station, etc.
