Commercial audio louder than program audio

The audio in the commercials significantly louder than the program audio. How can I correct this? It applies to every media streamer that I use.

Since that is the norm for TV shows online and streaming volume fluctuations is not covered by the FCC rulings you need a “volume equalizer” or “volume normalizer” somewhere in your hardware setup. Plex doe not, to my knowledge, offer any such thing even though it has been asked for many times over the years.

Many TVs and receivers and even a good number of streaming devices offer some form of that functionality. They all work with varying degrees of success. My Rokus have that functionality built in and it works OK. I also have two TVs that offer a form of it and neither are any good at delivering the proper sound leveling functionality.

Other than what you can do on your own there is little else that works well and most providers are totally deaf to any requests regarding commercial volume or volume fluctuations within shows.
