Is it possible with or without jailbreak?
I have a 4tb Toshiba hdd with my 720p movies. Can i connect it to AppleTv and play my movies with Plex. I like the cover arts, menu, etc.

Are you asking if you can connect your hdd directly to the ATV?
Yes. I want to connect directly the HDD to ATV and play my movies in HDD with ATV and Plex (installed in ATV)
No, it’s not possible. Plex Media Server (PMS) cannot be installed in any ATV, jb or not, so you always need a PC / Mac / NAS to install PMS. To play in the ATV you also need a Plex client, and as this sub-forum is for the PlexConnect client, the following paragraph applies:
PlexConnect can be installed in a jb ATV, in the same PC / Mac / NAS where PMS is installed, or in a separate machine (such as some routers).
