Connection speed stutter

So I’m trying to get my 1080p or 4K movies to work, however they always have a connection issue. Here’s my complete set up.
PMS: latest updated on a Ryzen 5 2600@ 4.0 GHz, 16 GB DDR4 RAM, Aorus Rx580 @1450/2250Mhz, (c drive) 500 Gb 860 Evo, (d drive) 2TB Firecuda SSHD.
Network: Cat 6 cables, Nergear A/C 1750 connected to a Netgear Docsis 3.0 CM700 modem.
Devices to stream plex: Fire TV (2nd Gen) and Firestick 1080p (3rd Gen). 2017.
Media Content are all H.264 and AAC.

My issue is when I stream on any device it’s “direct play” but it starts to skip and buffer anything over 8.0mbs. I can stream 1080p 6.0 MB’s all day on multiple devices, but anything over 8.0 just seems to buffer and sometimes crash. Anyone have an idea what I am missing? At 4K most of the time Plex just freezes. I am going to upgrade my streaming devices to newer 4K sticks and an Apple 4K next year but in the mean time, why can’t I stream perfectly fine now?
