I am currently using a 2020 Nvidia Shield pro as my plex server with mounted NAS drives for the library. I am very happy with the setup, plays 4k Atmos with no issue at all locally. However i am tempted by the New Dobly vision and HDR10+ capable ATV. Would I be able to replicate the same setup (use the ATV as a direct replacement for the Shield as my server. I know there has been reports of lag on earlier models of the ATV
The AppleTV will not passthrough TrueHD. It is an Apple restriction and applies to all AppleTV apps.
TrueHD will be converted to multi-channel PCM. The conversion is lossless, but any Atmos information is lost.

The current Shield Pro, which you already have.
It lacks HDR10+ and HLG, but supports HDR10 and Dolby Vision.
It, and the Xbox, are the only off the shelf streaming devices that passthrough TrueHD. I do not know what HDR formats the Xbox supports.
There might be an uber-audiophile $1000 Android TV device somewhere, but I’ve not aware of such (out of my price range, so I haven’t looked).
The other option would be to try Plex HTPC or Plex Desktop on a Windows PC (Macs, like the ATV, block TrueHD, unsure about Linux). They passthrough TrueHD Atmos, etc audio and support HDR10. No idea if they handle DV, HDR10+, etc. You can download both from plex.tv.
