Ever since I first started using Plex, I have always had an issue with the volume of videos playing back very low from Plex. This is true using the Plex Media Player for Windows as well as the Plex player for TiVo. For watching on my TV with the TiVo plex player, I literally have to sometimes crank the volume to 100%. The same holds true for the Windows Plex Player.
In Windows, every other player I have tried (and I’ve tried at least 10) ALL play back video with significantly more volume.
Is there any way to get plex to use another app or engine for playback or any way to boost the volume from Plex? I have a laptop at the moment that doesn’t put out great volume and with Plex it’s so bad that it’s simply unwatchable.

Windows 10 1903, June 2019 Refresh with all updates
Latest Plex Media Player streaming from latest Win Plex Media Server version
Videos are almost all HEVC encoded mkv files with AC3 5.1 audio
