Constant buffering on local network (Win-x86 & Chrome)

When I attempt to play a video over local network (1gbps) video buffers a lot, about every 10-20 seconds, when checking info overlay, reading into cache is only 1-2Mb/s. Same behavior when using chrome and windows x86 application in both TV and desktop modes.
However I have no problem with playing same video on my Samsung TV.
All aff this is simply using DirectPlay.

My network and server HDDs are also fast enough, simply copying the file happens at ~120MB/s

I started noticing this about 2 weeks back.
