Constant buffering on TCL 55S517 Roku TV

Hey Everyone. I’ve been browsing the forums and am in need of some help please. I’m looked through multiple threads on here and reddit. Within the last couple of days after the newest plex update (11/22), everything on my Roku TV is constantly buffering. I keep getting the internet connection to the server isn’t fast enough. I’ve also rolled my Plex Server back to a version in June 2019, but that didn’t help. I have a plex server on an OVH soyoustart site. Here are the specs: Intel Xeon E5-1245v2 - 32GB DDR3 1333Mhz - Hybrid SoftRaid 2x2To HDD SATA + 2x480GB SSD. The Plex server does show that the Roku TV is transcoding, but I’ve tried multiple different qualities and it doesn’t seem to matter. My internet connection is 50/10 at my house and haven’t had the issue this bad before.My TV is hard wired through ethernet, but have also tried through wireless. I was thinking that it might be the modem, but other steaming apps seem to work. I get the occasional buffer, but nothing to where it completely drops out. I’ve removed the Roku Plex App and reinstalled it. I’ve even setup a Plex Server from scratch to see if that would help but it didn’t. I’ve went through the Plex transcoding site about during off the LSTO (I think that is what it was). It was something inside of device manager under the network adapater advanced settings. In the Plex Player setting you can enable local logs. The page will show a URL you will need to browse to see the logs. If you see warnings about underruns this will be an indication that the streams are not being delivered fast enough to keep the Roku decoder from starving. The question then becomes what is preventing packets from getting delivered at a fast enough rate.

I’m now having issues where high bitrate 4k content is no longer playable due to buffering and the client eventually giving up. Note that this is with both a TCL Roku TV AND a Roku Streaming Stick +. I did not have any issues until recently. I’ve been tearing apart my network trying to determine why content is not getting delivered fast enough and I’m pretty certain this is a client issue. I am not transcoding any of the content. Logs on the roku only indicate that there are underruns happening.

Server is a local Synology 918+ NAS running: 1.18.3.2156
Plex Client: 6.4.9.6153
