Constant buffering over local network

Server Version#: Version 1.41.8.9834
Player Version#: 10.28.0.3441 (Google TV)

Hi all, I’ve been trying to diagnose why I’m experiencing near constant buffering for some titles on my Google TV. Here’s what I’ve found so far:

  • Video is 4K@96 Mbps direct play
  • Client is connected via GbE to the same local network as the server, but I’ve also tried 5 ghz WiFi which reports about 500-600 Mbps over the local network
  • Hardware resource consumption on the server seems minimal, plenty of memory capacity and the CPU usage is >10%
  • I’m not experiencing this for any other client
  • I’ve looked over the console logs, and it seems to be flooded with the following message:
CERT: incomplete TLS handshake from 192.168.1.170:42230: sslv3 alert certificate unknown (SSL routines)
  • I researched this particular issue, deleted the Cache and the individual cert to no avail
  • My home network is running on unifi
  • I also noticed a strange error message that referenced the client’s old ip address (IP ending in 143 is WiFi, 170 is Ethernet)
Jun 28, 2025 17:42:19.488 [134444072897336] DEBUG - [NSB/SSDP] Parsing SSDP schema for http://192.168.1.143:38400/MediaServer/rendererdevicedesc.xml

I have a relatively clean log file (~20 minutes of activity) that I can upload as well, but I’m hoping I’ve provided a decent amount of info upfront to avoid scrubbing the whole thing or sharing PII. I acknowledge that that’s likely inevitable though. Thanks for your help in advance!

I have the same thing

CERT: incomplete TLS handshake from 1xx.xxx.x.xx:37560: sslv3 alert certificate unknown (SSL routines)

Plex server version: Version 1.41.8.9834
also on a Google TV (Sony)

I don’t know if the TLS handshake is causing the problem as it seems that I had watched something for about 10 minutes then all of a sudden it’s just constantly buffering every few seconds. I am not getting the the same problem or message on any other device.

Looks like you setup a Windows server ( LAN IP - 192.168.0.226 ) and then set it up again a few minutes later??

The client(s) are likely still using the certificate from the first instance.

First step is to fully stop & restart the player app. It will download the latest certificate from plex.tv and use it.

If that doesn’t resolve it, I’ll reset your server’s certificate so it can restart clean

I tried this to no avail, I’m still getting the cert errors. In regard to Chuck’s answer, I’ve deleted my server cert multiple times and I’ve deleted all app data, uninstalled Plex, and reinstalled the app on my Google TV client. Do these steps need to be done simultaneously? Also I’m assuming the windows server is referring to @ExEcuteFox, I have only ever self-hosted on Linux with docker containers.

Yes sorry @MrRogersM2 wasn’t trying to overtake your thread I’m using a windows server but seems that we’re getting the same issue. I also tried deleting the cache and the cert as yourself on the server and have tried also reinstalling the plex app on the tv but seems to still bring the same error up.

I revoked your certificate on the BOX

Restart the server first

When stable,

Restart the apps.

It now has one new certificate created today. Wed, 02 Jul 2025 23:36:01 +0000

I will now need to see your server logs (3 minutes after restarting) if the problem is not resolved.

I would try this:

Still getting the same SSL issue but didn’t seem to effect my playback for a whole episode that I tried?

what is this IP?

Either it has an old server (your) certificate -OR- the clock isn’t sync’d

TLS won’t connect if either of those don’t match

That is the TV. I’ve actually tried changing the time on the TV then back to automatic cause I know ssl stuff is effected by time but still the same issue. I’ve also cleared the data on the Plex app. Reinstalled it. Removed the TV from the authorized devices and still nothing. It seems to be the only device that this is happening on. Is there any known issues on the Sony Google TVs?

I cannot speak of too many TVs. I’m an OS/Server engineer for Linux.
You have a Windows server posted here in the Linux forum.

As a test, you can go into the server - settings - network - SHOW ADVANCED.

You have two options,

  1. Make certain the connections are set to Preferred

  2. In there, in the list of IPs which don’t require auth, enter the IP of the TV.

That’s all I can think of. (I’ve not used Windows in over years, and don’t own any Sony products)
