"Continue Watching" not showing for all Plex Home users

It appears that the "Continue Watching" section on the main screen only shows for the admin user.

 

Repro:

  1. login with admin user and partially watch any video. Go back to the Plex home screen. Notice that on the Plex home screen the video will appear in under a "Continue Watching" heading.
  2. Repeat step 1 with a Plex Home user (not a managed user in my case) using any video (can be same or different than previously used video) and notice that the partially watched video does not appear on the Plex home screen ever in "Continue Watching".
