Change to image: plexinc/pms-docker:public

The
publicrestricts this check to public versions only where asplexpasswill fetch Plex Pass versions. If the server is not logged in or you do not have Plex Pass on your account, theplexpasstagged images will be restricted to publicly available versions only.
I think they should change the wording on the docker hub site to says “Plex Pass Beta Versions.”
