Conversion Queue "retry" button doesn't retry entries in "Deleted" state

Bug Description:
When you create a conversion queue, if you delete and replace the file associated with an item in that conversion queue for any reason the conversion entry goes to a “Deleted” status. When clicking the “retry” button for the conversion queue itself, it does not attempt to retry entries in this state. To retry conversion of entries in this state, you must manually expand the list and find the entry and click the retry button on the individual entry, which can be exceptionally tedious in large conversion queues.

Steps to reproduce:

  1. Add a file to library.
  2. Create a conversion queue that includes that file.
  3. Allow the conversion to complete.
  4. Delete and replace the file.
  5. Validate that the conversion queue shows the file as deleted.
  6. Click the “retry” button on the conversion queue itself.
  7. Note that the “deleted” entry is not retried.
  8. Open the queue and click on the “retry” button on the file itself.
  9. Note that the entry is now retried.

Expected Behavior:
Clicking on the retry button for the conversion queue will retry conversion of all failed and deleted entries in the queue.
