Working back, the only folder without write access is C: now
Nov 07, 2017 23:09:16.512 [5624] ERROR - Transcoder: Error cleaning old transcode sessions: boost::filesystem::directory_iterator::construct: The system cannot find the path specified: “C:\Users\Mez\AppData\Local\Plex Media Server\Cache\Transcode\Sync+\Transcode\Sessions”
Something is still not right. PMS is still looking for the transcoder folder there. Can you check the setting in PlexWeb that @NewPlaza posted above. Make sure that box is blank so it defaults back to the original location.
Nov 07, 2017 23:11:12.904 [5056] DEBUG - Sync: skipping sync list 8390167, sync item 13443478, generator 1732 because it’s suspended: diskUnwritable
And the sync is still not able to write.

Hmm. I wonder if this is the cause. Can you set this to writable to test?
I deleted the box above. retrying
Now my iPhone is saying pending but plexweb doesn’t show it being converted at all
Nevermind, delay in response
still not converting. The last time I tried to make the C: full control to users it kept telling me there were a bunch of files it could not apply…like C:\hiberfil.sys…C:\pagefile.sys…etc
Still trying though
Still not working. See updated log
Have made C: writeable…still not working. See latest log

Those are Windows files when you try to hibernate the computer. That’s normal.

The error is now gone. So that’s an improvement. I’m not quite sure why the Sync isn’t starting.
First thing is to check in PlexWeb under Activities \ Convert. If the conversion paused? If so, unpause it. Does this get things moving along?
Next, I see is that it appears the movie Ben-Hur is stuck in a paused state somewhere on your system. This was a transcoded playback so it’s possible this could be holding up the transcoding for the Sync jobs. Do you see this in Plex Web under Now Playing? If so, try hitting the Stop button. Then go and check the conversion page again.
Another thing is, are you just hitting Refresh in the app? It’s possible there is a problem with one of the sync jobs. I do see a few failed Sync jobs that are still mentioned. Could be these got stuck from before. If it’s not a hassle, would you mind deleting all your synced jobs then create a brand new one and see if that will work.
No conversions in PlexWeb.
No items in Now Playing.
I could download some Pixar shorts to an iPhone 6s and an iPad Pro, but I still can’t get Ben Hur to download.
I can download Gettysburb, though. I can’t figure out why Ben Hur isn’t working.
Will try again in a bit and send the new log.
Gettysburg
Ah ok. It looks like Ben-Hur is a multipart file. I’m not sure if syncing will work with those types of files. It could be a limitation. Let me check and get back to you.
I finally was able to get Ben Hur to sync over, but it took about 4 hours to download it.
