Corrupted picture playing 4:3 zoomed content on Shield

I have a locally hosted server. Playing on a Shield TV box over my LAN.
When I play 4:3 content (HEVC) and try to switch to “zoom” so it fills the screen without black bars (cutting off the top and bottom) the image looks corrupted. The bottom the bottom 10% or so looks like it is a streak. Like if you went up about 10% from the bottom, took that line of pixels and drew the straight down to the bottom of the screen. Everything above looks normal.

I’ve tried several 4:3 videos and they all do this.

When I play the videos using plex on my Sony Android TV, the zoom works fine. Trying through the web interface, there doesnt seem to be an option to zoom. I tried on my Roku, but there is no picture at all. I only use the roku to watch TV extras now because for whatever reason they dont show up on the shield player so I guess I don’t care too much about that.
