I had the same problem and could not connect to the server 127.0.0.1:32400. Tried all kinds of things including disabling Windows Firewall and Microsoft Security Essentials, nothing worked. I finally uninstalled NetNanny, rebooted my machine and the problem is now fixed. I can connect to the server with no problem, it is indexing my library as I type this.
This is not the first time that NetNanny has interfered with programs on my computer. I had it on here to help filter Internet Content for the kids but it is causing more problems than it is preventing.
After about six months of using PLEX without issue, I just got this dreaded error this afternoon. Tried many of the "easy" fixes in this thread (the ones that didn't involve reinstall) to no avail. Just for giggles, decided to reboot my machine before I started deleting/uninstalling/hacking Registry and lo and behold...everything started working again. I think a reboot of the machine should be the #1 thing folks try when nailed with this issue.
So I just installed and re-installed Plex Media Server with the exact issues others are reporting here. Seems like an unresolved issue and a complete waste of time using this app. What give? Does it work for anyone?
Something is blocking it. It is normally some 3rd party security product or some proxy software or vpn software getting in the way. Also at some point there was an Internet Options setting giving rise to such an error
I had this issue most of the day and reconfigured all security (PC antivirus and firewall + Router) I uninstalled Avast and my Plex media server started fine. Try uninstalling any security and configuring windows firewall before doing any of the other stuff.
I have this issue as well on win 7. Since the update I plex simply isn't working, I see the tray icon but can't access the web interface or access plex from my TV. One thing I did install around the same time is XAMPP (apache & mysql, etc), but it's not running automatically so I don't see why this should be blocking anything. Each time I restart I see a quick "loading screen" for starting plex but it doesn't start running correctly.
Plex is supposed to have a "Plex Media Server" service right? When I had problems before I checked if this service was running, and now I can't even find the service in the services list. Has something changed with this or is this to root of my problem?
I haven't tried to uninstall/reinstall yet since I'm not sure how to not loose my media library, but I'll guess I will try that soon.
Looks like you skipped a couple of updates and the last update failed.

I thought the latest update always could update from any version, like most applications work. How would I go about to fix this? Can I find the updates inbetween and run them or do I need to do a complete uninstall and reinstall? I'd like to keep my library.
You should be able to uninstall current version and then install previous 0.9.9.14 for non plex pass. Only stay on that version for a few minutes as that version had a problem with iTunes crashing.
An uninstall leaves the app data folder, so your library should be safe.
I just encountered a similar issue. Starting the Media Manager http://127.0.0.1:32400/web/index.html IE would come up with the brown background only, then halt. Replacing 127.0.0.1 with loclhost would allow it to continue. When I pasted the aforementioned address into Chrome it worked fine. Turns out I had to completely clean IE cache (I used CCleaner). Once done it started working again in IE.
This error is still outstanding. If I connect to a wifi router, and use the DHCP-assigned address via “http://192.168.0.X:32400/web” it will let me connect without internet. But if I want to connect using only my laptop and the local loopback (localhost AND 127.0.0.1), no joy I get the “Plex is not reachable. Make sure your server has an internet connection and any firewalls or other programs are set to allow access.” Same results using my windows laptop and mac mini server. For those of us without constant internet this is a terrible “feature”.
Authentication with plex.tv came in a couple of years ago. May be you have your local subnet whitelisted so that no authentication is required. List of IP addresses and networks that are allowed without auth
I think Plex has a stay resident program it leaves in your machine when you open the program. This doesn’t affect anything until you do an update. Then, you can’t find the address, I think if you reboot after every update you will find that problem is gone.
