I've downloaded and installed the 0.9.10.3 version. When I double click the Plex icon in bottom right corner of my task bar, it seems to be 'trying to bring up a web page with the address '127.0.0.1:32400/web' and just hangs there. I'm using google Chrome. The page just says loading...

I'm at a complete loss...
What version of Windows (presumably it is windows?)
What Browser?
You can try going through the steps on this support page: Resetting System and Framework Bundles and also include WebClient.Bundle - so 3 bundles to reset
Use 'More Reply Options' button to get to the forum interface to attach log files
Also
Find out the local ip address of the Plex Media Server PC (Start / Run / CMD and type command ipconfig ) and then use that instead of 127.0.0.1 in the url in a browser
eg 192.168.0.5:32400/web
Also try localhost:32400/web
There have been problems seen where 3rd party security software or proxy software causes problem with access to 127.0.0.1
Start / Run / cmd and try
ping 127.0.0.1
and see what you get
Sorry to ask for so much .... can you also start an elevated cmd window:
Start / Run / cmd and when you see cmd.exe appear in the search results window, right click on it and select 'Run As Administrator'
In this window, type in command
netstat -a -b > %localappdata%
etstat_2014-10-09.txt
This will take a while to complete
Upload this text file (%localappdata%
etstat_2014-10-09.txt) to your post as well
and one more:
check Control Panel / Internet Options
Connection tab to confirm no proxy configured/in use
Advanced tab / Security / Enable Enhanced Protected Mode is off

5. No proxy's and EEP is off.
The netstat line if run in an elevated cmd window (ie Run As Administrator) then it would have put all the results into the file netstat_2014-10-09;txt which I placed in folder %localappdata% which should be C:\Users\xxxxxx\appdata\local folder. have a look at the file and see if it has the netstat report. If you did not run the cmd window as administrator then it would just have the error message saying it could not do it! If it has the results, upload it together with the logs
For logs you can zip all the logs you identified or just upload the latest. The order (oldest to newest) is as follows:
xxxxx.log.5 (oldest) xxxxx.log.4 xxxxx.log.3 xxxxx.log.2 xxxxx.log.1 xxxxx.log (newest - current log file)
Can you also upload copy of the hosts file C:\Windows\System32\drivers\etc\hosts Add as .txt file in case forum does not allow upload of files with no extension

There's an error in your log: "ERROR - Exception thrown during migrations, aborting" for an issue we've noted in this release. It means you upgraded from a very old server, and because of a bug, you couldn't complete the database upgrade.
If you uninstall and reinstall some more "intermediate" versions (you won't lose any data) it'll ensure this upgrade will work.
Sorry I can't be more specific for now, we're going to fix this issue in the next release, which will be soon.
How soon are we talking… ballpark. Days or weeks? If it’s going to be a while I will just update in incriments. Where can I find a list of all updates since 0.9.8?
