This is all OTA TV Channels.
While using the Hauppage WinTV v10, every channel works every time. Using the Plex Live TV, 90% of the time it fails, either on the PLEX App on the server, or remotely on a laptop, and also on a Android Phone using the Plex App. The error is “Playback Error” “Could not tune channel”.

I have the same issue with WinTV-dualHD with Nvidia Shield and Plex Server Version 1.42.2.10156. The tuner shows up as USB device but cannot tune any channel, over the air or cable. On a PC running Windows 10 there is no issues, but I purposely bought the tuner for Plex integration.
After reaching Hauppauge customer support I get the feeling that they have no clue on how their own device should work with Plex.
In the end anybody has any idea what the problem is ?
Crazy how the Plex Devs always seem to avoid this topic..
You would think SOMEONE there getting paid would have any idea how this aspect of Plex works…
I run my Hauppauge WinTV-quadHD tuner on Ubuntu. I don’t have first hand knowledge of running on windows, but, my understanding is that once you open up the WinTV application in Windows, it basically holds the tuner hostage and does not release it for Plex to use, even though Plex can “see” the tuners. Re-booting may be enough, but, you might have to go into task manager and manually end certain processes to release the tuner from the WinTVs hold on it.
Translation:
Windows - “These tuners are Mine. All mine. You can’t touch them.”
Plex - “Sorry Plex user. I can’t touch the tuners.”
