I have the same problem since 1 year and it does not seem to go away.
The issue is specifically happens under the following scenario. The issue happens in all iOS devices and also in Apple TV, hence it is very annoying. I also upgraded plex many times over the year and it repeats. Following is the setup when this error happens:
1 - First, define a library as PHOTO library. Put some pictures and movies inside.
2 - Make sure the library also has folders and within folders, have few pictures and movies.
3 - In iOS and AppleTV, you can watch any movie and picture in any settings except following:
In iOS, If you select "LIBRARY out of “RECOMMENDED, TIMELINE, LIBRARY” and then select “PHOTOS” out of “PHOTOS and ALBUMS”, then movies within folders will not play.
Namely, you can watch home movies within a PHOTO library except following scenario in iOS and AppleTV
A movie is in a folder AND
in iOS, setting: LIBRARY > PHOTOS setting
does not work for movies. In all other scenarios, PLEX works excellent.
Timeline works flawlessly whereever the movies are, no issues.

It would be great to know if there is a fix in sight for this. There is a multitude of threads in the forums discussing this issue, but little to no input from Plex about a possible fix. It seems most users affected moved content around or added a bunch of new content to their servers. I personally created a new Photo library with a couple hundred thousand photos and videos. While I can view the photos, any videos I attempt to play result in the reported error message. Currently, this seems to only be affecting my iOS devices.
This issue has been around for quite some time now. I posted here last year and since nothing was fixed I decided to follow someone advice here on the forum and separated my videos and photos … 2 different folders / librairies which fixed the problem.
Disappointing from Plex (from a Plex Pass Subscriber).
I haven’t used Plex once this whole year for the simple fact I can’t use as I intended. It seems Plex are not interested in resolving this issue despite the countless complaints and requests for support from paying Plex Pass Subscribers. This problem has been going on for years outside of this topic. @BigWheel has even been able to replicate the problem (which is half the battle) and several updates and months later there is still no fix. You ask for an update and you get “Sorry I do not have an ETA”. Disappointing is an understatement. I’ve completely given up. I wish I’d never paid for a lifetime membership, I feel totally duped.
Hello @BigWheel, is there any progress? I also have this issue for a long time. Sometimes playing the item works the second time, sometimes I need to try multiple times to get it started.

I don’t know if this will help pinpoint the problem for the developers, but I have been having this issue since version 7.8.1 on IOS, and the version that came out on TVOS around the same time.
prior to this version did not have this issue.
on my android smart tv and on Mac OS I have no issue.
today there was a new update and a new disappointment
hopefully this issue will be solved soon and this good app will once again become a great app

I understand that there are tons of bugs, improvements, and great new features on the backlog, but please please please get this one fixed. It’s really a major blocker that affects UX dramatically, and based on the threads this has been broken for a year now…

I spent quite a lot of money on Plex, but so far nothing has worked as intended. I thought the issue might be with Android, as I had a s10 and Nvidia Shield, and had issues there regarding syncing and offline play. So I recently moved to Apple, thinking that Plex would be smoother there…
Nope. Different issues, but nothing works as intended.
Can not view home videos on the ipad because of this error message. The work around of first clicking a picture, and then using the filmstrip at the bottom is a work around, but doesn’t work on folders that only contain videos… Absolutely shocking that Plex leaves such bugs in their client for so long. Its not as if using sub or nested folders is a rare thing.
Plex needs to stop adding new features and start working on making the main selling points of buying plex actually work. I simply can not recommend Plex Pass in its current state.
Please can this be given the priority it deserves! Ios and Ipad OS are a pretty big market share!
I couldn’t agree more. But what is even more frustrating is not knowing if they are even trying to do something about it, or if they just gave up on the issue… I still think that it is important to try to keep this thread alive
