I’m wanting to change the encoding presets on quality. For instance, the lowest 1080p is 8Mbps… I want this to be 4Mbps. I prefer a 4Mbps 1080p to a 4Mbps 720p usually. Is this possible?

For the Holiday season I gave some of my relatives Roku boxes preloaded with my plex account (which they love). The only downside is that their internet connection is 3Mbps and the quality options in Plex are 2Mbps (which looks pretty poor) and 3Mbps (which looks good but occasionally has to stop and buffer during playback).
From what I could find it seems like the quality options in Plex are predefined values stored to the numbers 1-12 (7 = 2Mbps and 8 = 3Mbps… I think). So no…

I have two video files in each movie directory:
x265 @ 1080p (various bitrate – all higher than 1024)
x264 @ 1080p (1024 bitrate)
