My internet provider (Xfinity/Comcast) gives me a monthly 1.2 TB data limit. When using Plex on only my local network does this use up any of my data limits?

It should not. There is minimal (KiloBytes worth, for authentication) of data exchanged between your server and the internet, but other than that all video traffic within a network never uses the internet itself. In fact, you can disable authentication (not easy to do, but it’s possible) and you would then be able to use the server completely without the internet. This is useful if you have a library of stuff that doesn’t change, and you want to go out on the road.
