The language of the metadata can be changed in the properties of each movie and tv show individually.
The language of the audio and the subtitles can be selected on the preplay page of each movie. The language preferences of a whole tv show can be edited in the properties of the show (only on top level) using the web app or Plex desktop.
Additionally and independently of the above, you can activate the use of the original language title for each movie or tv show.

Well, you can remux the file to remove the english audio track if you wish. If English isn’t in the file, then a person can’t pick it.
Plex respects the account’s “Default audio language” option in the account settings. If English is the default, and English exists in a file, it will pick that to play by default. I believe that if you change the language of an audio track on a movie, it will always pick that language for this account forever (unless you dance the file).
