Degraded playback quality when resuming video after long pause

My server is on a different VLAN than my computer but they are on the same overall network, there’s no WAN in between my computer and the server.

Steps to reproduce:

  1. Play something in Plex, almost always HD quality, full screen
  2. Pause, but don’t close plex.
  3. Resume playing content

Playback is almost always degraded down to SD quality, <800kb/s.
The problem goes away temporarily when I restart plex.
On the other hand if I leave content to play indefinitely the quality is always the highest available.
