Difficulty opening/loading PLEX MEDIA SERVER & PLEXAMP on MAC MINI (OS10.13.6)

Running MAC 10.13.6 on a MAC MINI. Downloaded PLEX MEDIA SERVER and PLEXAMP 4.4.0, and cannot open/load either one onto the MAC.

NOTE: Received the following webpage response after an hour: "Response code=“503” title=“Maintenance” status=“Plex Media Server is currently startup maintenance tasks.”

Any suggestions would be greatly appreciated.
