Plex should be running on macOS / Mac OS X 10.9 (Mavericks) or newer.
Which exact version of Plex Media Server have you installed on your Mac?
Can you manually check the logs from ~/Library/Logs/Plex Media Server/ if those show what’s preventing Plex from starting – related info should be in Plex Media Server.log. Otherwise feel free to upload that file here (or zip the entire PMS log folder to attach it).
I understand what you have originally stated. You are compatible but believe you have a Corrupt Database. As I have previously said, you need to completely uninstall by following the uninstall instructions correctly. Not just changing the Application container, that will not work. Failing that you are able to update your OS to High Sierra to further future proof your instillation

Mind sharing some more details – e.g. what you’ve downloaded (and from where) and under what circumstances you’re getting that message?!
Running MacOS Mojave 10.14.6 on a MacPro 5,1. Downloaded Plex Media Server version 1.23.6 today. I have never used Plex before, but would like to start. I dragged the file to the application folder, but when I tried to open the file, I get the message: “Plex Media Server” can’t be opened because the identity of the developer cannot be confirmed.
In system preferences, I can only select ‘App store only’ or ‘App store and identified developers’.
Go to the follow in System Preferences and allow (Open Anyway) where the red arrow indicates after trying to open the Plex app.. You will have to also allow App Store and Identified Developers if you downloaded the app from
