Direct Play from DVR but LiveTV always transcodes mpeg2 to h.264

HDHomeRun Prime based live tv streams to the xbox one s client are always being transcoded from mpeg2 to h.264 where as the same show / content if coming from the DVR direct plays. Has anyone else seen this behavior?
