When I play content to any of my compatible devices it Direct Plays however the video jolts/stutters so I thought it was because I didn’t have a Plex pass but that made no difference after purchasing.
Tried an ethernet cable connected to the router directly and the device, made no difference.
Tried Wi-Fi and it made no difference.
Thought it was my mechanical HDD so I moved everything over to an SSD, but it made no difference.
Thought it was my firewall is so I allowed the relevant ports, it made no difference.
Thought it was maybe because ports not forwarded so I forwarded the relevant ports, made no difference.
Thought it was because I encoded the videos to x265 so I encoded to x264 however it made no difference.
Disable Debug Level because I thought that might be causing issues, made no difference.
Changed video quality of Home Streaming to difference options and it made no difference.
Changed Scheduled Tasks to run at times no one will be using the server, but that made no difference.
Played the videos via VLC using Plex DLNA feature and no jolting/stuttering.
Played the videos in Emby over Direct Play and no jolting/stuttering.
I’m at a loss and have no idea what to try next any suggestions welcome.
I had almost similar issues. Running Win10. Tried almost every forum with no solution. They said it’s some recent Win 10 update which is the issue, I don’t know if its the case or not. I’ve given up trying to resolve it.
hey just wanted you to know that I’ve resolved this issue finally via third party program, TCP Optimizer. I simply set my internet speed and then selected the ‘Optimal’ settings in the bottom. It changed the registry settings for those files (I’ll advise to make a backup through the ‘File’ menu).
Then reboot the system once and the Plex starting streaming without any buffering again.
Last windows update definitely messed up some of those registry settings which this tool apparently fixed.
It means that your graphics adapter is better compatible with PMP’s native OpenGL mode. Keep it activated, along with hardware decoding (to keep cpu load lower).
Some settings you make in TV mode are also effective in desktop mode.

So the TV Mode and settings I changed is for the laptop I’m streaming to. I thought Plex relied on the Plex Media Server (PC) having the good hardware or is it that both the server and media player require good hardware?
