I was wondering if theres a bitrate limitation for direct play. Im able to play all my videos without transcoding except for a couple mp4 remuxes straight from the original bluray and they are h264 1080p with ac3 core audio.
The limitations you will encounter are 1) bit rate limit of the device you are streaming to and 2) network bandwidth limits.
I guess it would be 1) since I'm able to play those same videos to other plex dlna device being a sharp tv without transcoding.
did some testing, ran a sample through handbrake, one above 20mb bitrate and one below 20mb sure enough the one below played without transcoding and the one above transcoded. Seems like its an issue with the plex app I think. when xbox releases there October update ill try playing that file through plex via dlna through the media player app and see if theres any transcoding.
After they publicly release the october update, Plex will also have to update the profile for XB1 (so PMS knows the new capabilities).

I have been changing settings endlessly with Handbrake to avoid transcoding, however, no success there. Below are the setting of a typical video I am trying to play using Plex without transcoding, what am I doing wrong? Thank you for your suggestions.

Are you referring to transcoding when playing on an XB1 ?
The source bit rate (18304) and target bitrate (18000) are probably too high unless you are referring to the XB1. VFR (Variable Frame Rate) is also a problem with Plex at times. Switching to CFR (Constant Frame Rate) avoids this problem in the FFMPEG libraries Plex uses to read media files.
