Directions to setup 2 Plex Media Servers on the same PC?

I would like to setup 2 Plex Media Servers to run concurrently on 1 Windows 10 PC. This is because the single server configuration won’t let me “nest” libraries (i.e. MGM Movies → James Bond Movies → Movie Title). This will also make controlling access to certain materials where younger viewers are concerned.
