Yes, just not at the same time. Plex settings are save in the registry so if you have multiple Window users, you can run different instances of PMS under each user.
The question is: why would you want to do that?

There is no such thing as a public Plex server. It always requires a Plex account and user authentication.
And you can define exactly which account is allowed to see which library(s). So there is no need to run 2 servers.
But in order to do that wouldn’t he need a Plex Pass or can’t this be done when a user is invited?
Nope. Without a Plex Pass, you can still share specific libraries. The Plex Pass allows you to set additional restrictions.
