dll’s missing after every Win 11 Pro reboot, have to reinstall plex server, is this a known issue, or another issue at this time. I reinstall after reboot and the server is running fine.

You should check activity logs of your anti virus software. Are you using 3rd-party anti-virus and/or firewall apps?
Not using any 3rd party anti-virus, I will check activity logs but I honestly don’t know what I’m looking for.
In this time and age, missing DLLs should not happen. If it does, it is a rather concerning sign.
Missing DLLs are usually caused by 3rd-party software removing them (or “quarantining” them) because they are mistaken for malware.
I’d look in the logs if some such action was taken because of a supposed infection.
Another thing to check is the integrity of your system drive. Tell Windows to scan it for errors.
