Do I upgrade my PC or my Tuner

I am looking at either upgrading the PC my Plex Media server runs on or upgrading my TV tuner to the HDHomerun Extend (that has internal transcoding)
My server runs much better if the files are in a *.MP4 file format.
My current Hauppauge WinTv-DualHD ends up with files in the *.ts file format
I guess my question is…Will the HDHomerun Extend (with internal transcoding) convert my OTA recording to a *.MP4 format so PLEX does not have to transcoding for playback?
