Does Live TV/DVR work when the internet is down?

I have my OTA Antenna hooked to a HDHomerun Quattro, the HDHomerun and my Streaming Devices are all hard wired to my network and Desktop where I run the Plex Server. My question is:

If the internet goes down in my area, can I still watch Live TV/DVR with the antenna/Quattro/Server all connected to the same network without internet???

I’ve had plex decide that it can’t access some cloud api for metadata after finishing a recording and just lock up and freeze. Nothing works thereafter. It seems like a pathetic error, but no one at plex has responded to my reports. There is very little graceful failing and recovery in plex…
