I realize there are articles, and at least one forum, that discusses this question. However, between what did and did not work in the beta and people with complicated requests, I, as a potential user, would like to know if I have to buy a NAS device to view live recorded TV from HD Homerun through Plex apps? If say DropBox can replace the NAS, can Plex Media Server be run on DropBox?

Plex Cloud currently does not have the Plex DVR features, you would need to run a local version of Plex Media Server in order to use the new DVR features.
I should have added non-IT person to “potential” user. I need the Plex for dummy’s answer. Can you avoid purchasing a NAS if you use plex cloud?

If you use Plex Cloud there is no need to purchase a NAS.

So now the second part of the question… So running a local plex media server and recording live tv CBS series off a HD Homerun to a cloud service, is the Plex Cloud software capable of syncing all the newly created files to the cloud service or do I have to select each file to be synced
after it is created?
Currently there is no sync mechanism between a local Plex Server and Plex Cloud.
You would need to do this outside of Plex.
Something like GoodSync or RClone would do this
