Does Plex DVR take advantage of having extra tuners?

What i mean is with the supported devices i had seen E.g. --> WinTV-quadHD

This DVR has the feature “The WinTV-quadHD is seen as 4 tuners so you can watch one TV program or record up to 4 TV programs at the same time.” so would you be able to run multiple streams off of the card?

you configure the card once when you setup the DVR. and it will know it has X number of tuners.
