I seem to read conflicting info on the Plex site vs. the supported tuners’ sites. The DVR for local over-the-air channels is the Plex Media Server, correct? As long as the tuner allows more than one feed, such as the WinTV-quadHD, can I record more than one show at one time? Do the live over-the-air channels have some sort of a program guide in the Plex software?
It should theoretically, yes.
Yes. Plex will fetch EPG from Gracenote.
You can also supply your own data if you have them as a XMLTV file.

Thank you for your quick response. Is there any way to verify about what specific multi-tuner cards will allow multiple DVR recording in Plex? I don’t want to throw money away on the wrong product…
Also, this just popped in my head…if I have multiple TVs who want to watch different channels…I obviously would need one tuner per channel for Live TV, plus a tuner for every channel being recorded. Would a multi-tuner card work in this case? What if I had two four-tuner cards like the one I mentioned – would it see them as eight individual tuners?
With some tuner models there are driver restrictions, how many cards you can have at once.
I’d advise you to stop thinking ‘tuner card’.
Take a look at these https://www.silicondust.com/
No hunting for drivers. You can place them nearer to the antenna to get better signal. And they don’t only work with Plex, so they’re hardly a false investment.
I second the silicon dust/hdhomerun tuner recommendation.
Can be used with plex, without plex, and with many other products.
