Does plex prioritize streams vs downloads?

It seems there’s no setting to throttle user downloads.

Yes, it does. Downloads have both

  • the lowest priority when it comes to the available bandwidth which has been set in the Remote Access settings
  • have lower priority with processing, if the download requires transcoding
