In short: no.
If remote access is not working for you, don’t expect this to change after buying a Plex Pass.

Yes. The issue I’m encountering is I’m only able to play the first 10-15secs of a film at any resolution/bitrate before freezing/stuttering…
Most of the time the reason is that your server is not directly reachable. That’s why your client is using the ‘last resort’ of “Relay Access”

This connection is restricted in its bitrate.
And your data will sometimes take a great detour.
Both is not conducive to a great media experience.
You need to determine why your server is not reachable directly.
Often this has to do with your router.
Sometimes with your ISP’s network.
