As for the log files… the article describes 2 ways to get them. If your Plex Media Server is working/running, the easiest way is to download it through Plex Web (Settings > Server > Manage > Troubleshooting > Download Logs).
You should only need the full path to locally access the logs in your file system if the server isn’t running/working. The tricky part with locating your log files manually is usually to find the exact folder %LOCALAPPDATA% – by default this should be C:\Users\<your user name>\AppData\Local\ – however… that’s only true if you haven’t manually move the Plex data folder using Settings > Server > General > The path where local application data is stored (advanced setting).
EDIT:
I’ve seen a number of posts where users had issues with syncing… I can only tell that it’s working for me. It helps if the sync target is active when Plex wants to actually download the transcoded version – if the sync isn’t even starting it sounds more like there’s an issue with transcoding on your server machine.
I also use Emby, works perfectly, and it doesn’t transcode while this seems to force it even if you choose original quality.
