Dolby Vision not working when Direct Streaming

Server Version#: 4.59.2
Player Version#: 7.22 (Apple TV 4K first Gen)

I ripped my GoT UHD Blu-rays to my Mac mini M1 which runs PMS. The episode have both the TrueHD Atmos and the compatibility track. The video is Dolby Vision with HDR10 fallback.
Then I play the episode with the compatibility track (AC3) the video will be displayed in Dolby Vision (Direct Play) when I choose the TrueHD track it falls back to HDR10 (Direct Stream).

Is this a bug or a limitation?

Plex Server Dashboard:
Compatibility Track
Video: 4K (HEVC Main 10 HDR) => Direct Play
Audio: English (AC3 5.1) => Direct Play

With TrueHD
Video: 4K (HEVC Main 10 HDR) => Direct Stream

The Apple TV does not support profile 7 for Dolby Vision, only profile 5, and Dolby Vision requires Direct Play.
