Download not available for managed users

Hello,

Can someone explain me why there is an ‘Allow download’ option for managed user if that does not give them the right to do so? I mean, it’s intended for offline viewing no? While I’m at it, the offline viewing is not even available for me anymore, I can just download the file locally.

Did I miss something?
