Download of original movie file is very slow

My Plex Media Server, running on Windows10, has a 10 mbps upload bandwith connection.
Approved by many speed tests.

But when I try to download a file from plex media server outside of my home network, I only get 1 mbps download speed.I use a pc with 100mbps download speed by plex web interface over chome browser.

There is no difference if I open plex by IPv4 directly or by app.plex.tv.

I have read many posts like that with users having half of their available bandwith. But none of their tips work for me. Any advices?

I don’t have a plex pass. Do they limit upload speed without a plex premium?

Actually thought this was a Pass feature. I don’t think they limit it

I have checked my internet traffic. It is quite obvious that Plex server (windows 10) is not using full upload capacity. Neither for download nor for streaming.

What you can see at the chart is an upload around 200 to 300 KBytes per second. This is caused by one client downloading a file from plex server over the internet (outside of my homenetwork). In parallel i have started two speedtest on my windows10 machine where plex server is running. This caused peaks up to 900 KB/s upload. After end of speedtest is goes back to 300 KB/s.

I think this proofs that Plex Media Server is using only 1/3 of my upload capacity for file download or streaming.

Is this caused by Plex Media at Windows 10? Does anyone has an advice or idea how to solve it? Is it an known bug at plex?

I do not have a relay connection. Actuallly i deactivated it at network settings
