I have checked my internet traffic. It is quite obvious that Plex server (windows 10) is not using full upload capacity. Neither for download nor for streaming.
What you can see at the chart is an upload around 200 to 300 KBytes per second. This is caused by one client downloading a file from plex server over the internet (outside of my homenetwork). In parallel i have started two speedtest on my windows10 machine where plex server is running. This caused peaks up to 900 KB/s upload. After end of speedtest is goes back to 300 KB/s.
I think this proofs that Plex Media Server is using only 1/3 of my upload capacity for file download or streaming.
Is this caused by Plex Media at Windows 10? Does anyone has an advice or idea how to solve it? Is it an known bug at plex?
Have you set any bitrate restrictions for remote connection (Settings > [Server Name] > Remote Access > Limit remote stream bitrate or Internet upload speed)?
Keep in mind Plex is using the more common Kilobit / Megabit per second (kbps/Mbps) while your app seems to be using Kilobyte/Megabyte per second. So your 300 KB/s are 2.4 Mbps
Another limiting factor could be the performance of your server. If the download is being transcoded to a different format/resolution and your server cannot do that in real-time, you might see it not consuming the available bandwidth.

I just noticed those restriction settings are only available to Plex Pass members.
You should be able to set the download preferences on the client to Original – this will keep the media as-is IF it can be played on the device as-is.
IIRC you will see the details about an ongoing download on the server’s Activities pane. I’m not 100% sure if they’ll also show on the server’s “Now Playing” dashboard https://support.plex.tv/articles/200871837-status-and-dashboard/
At the client, I don’t see “Original”. Just download file. My server log, does not show any transcoding note. Do you have transcoding information at your logs while downloading?
I don’t think it’s server cpu. when i download the same file within my homenetwork I have a download rate of 64 Megabit per second. From Outside I have 2-3 Megabit/s.

No. It’s supposed to give Plex Pass members more granularity to manage the remote access setup. It’s not like the server relay where Plex Pass members have a higher bandwidth (2 Mbps vs. 1 Mbps for regular users).
