Re: subtitles & transcoding
Check which audio track you are using. Make sure it will direct play.
I don’t have a Samsung Tizen TV. However, on LG TVs and on Android TV devices, audio & subtitles interact with each other. It may be similar for Samsung.
The rules are:

If the audio is transcoding and subtitles are enabled, then the video will also transcode. The type of subtitle does not matter. Plex does this to keep the video, audio, & subtitles in sync with each other.

If both video & audio are direct playing, then enabling subtitles may result in a video transcode. It depends on what subtitles are supported by the client (ex: LG direct plays SRT subtitles and transcodes PGS & VOBSUB subtitles; Nvidia Shield direct plays all three type of subtitles).
So basically, choose an audio track that direct plays whenever possible. This typically means AC3, EAC3, or AAC. Samsung support for dts varies by year/model (newer TVs do not support dts). Lossless audio, dts-HD & TrueHD, will almost always transcode. I’m not aware of a TV that direct plays dts-HD or TrueHD. Neither will many devices such as Amazon Fire TV devices. The Nvidia Shield will direct play both, but only if connected to a receiver that supports such audio).
Re: downloading, converting, etc subtitles.
Subtitle Edit, https://www.nikse.dk/, is a good, free tool for converting PGS & VOBSUB subtitles to SRT and other text formats. It has many useful features, such as adjusting timing.
You can use the Opensubtitles.org agent (PMS settings -> agents). Configure the agent, then refresh metadata. Subtitles will start downloading. Personally, I find this hit and miss. The timing is typically not in sync with the video and the grammar/spelling may be off quite a bit. To be fair, the info is free & user contributed. Also, movies have multiple issues in multiple regions, and the movie length will vary for each, which throws off subtitle timing.
The Subtitle Search feature has a better hit rate. The info still comes from opensubtitles.org, but you get to pick which subtitle is downloaded. I believe this is still in beta, not yet supported on all clients, and restricted to Plex Pass (noting for others who may read this thread). In the movie pre-play screen, click on subtitle choices & choose search.
