If I have a receiver that decodes TrueHD then I should always use passthrough correct?

Edit: To directly answer your question: Yes. However, if the streaming device cannot passthrough the desired audio format, the audio will be converted to a compatible format.

There are two parts: The streaming device and your receiver.

The streaming device must passthrough the desired codecs. If you want TrueHD + Atmos you need a Nvidia Shield Pro. If you don’t care about Atmos you may consider the ATV4K or Roku.
