I have the Plex Media Server running on centos 7 x64 and Samsung SmartTV in my home network connected with stable ~100Mbit to the internet. I just want to watch live TV on my SmartTV, can I do it without buy any tuners or tv-boxes?

Yes, you have a TV, of course you can watch Live TV on it by just hooking up an antenna 
If you mean you want to watch Live TV through Plex because…reasons then no, Plex needs a tuner of some sort to pull the data feed and currently live TV is only available on a few clients (iOS and Android TV). You can use Plex to record TV from one of these tuners and play it on just about any Plex client, but not live TV via Plex.
