Got the public release last night and tried dvr and Live TV on my WinTV-quadHD for the first time.
Setup was nice and easy then started playing.
First issue - TV shows in EPG marked as currently playing/upcoming. Tried to record them and it says no episodes currently scheduled ?
Found one that worked and it recorded and put into TV shows perfectly.
Tried Live TV and that was just unworkable. Playing on ipad and it was just constant buffering.
Plexpy told me it was transcoding at x0.1 - even though my transcoder is set to make cpu hurt - not sure what is going on there.
Are there maybe some settings in the quad-tv that would make live play easier live default output format?
Transcoding says MPEG2VIDEO to H264 and MP2 to AAC
Depends on what you have set in the schedule for your shows “New and Repeat Airings” or “New Airings Only”.
You can try it with “New and Repeat Airings”, as many shows are not marked as new. Try to record a specific show with “This Episode” if recording works in general in your setup.

windows 10 on an i7 cpu hardly being used when this occurs

As far as I know, “Make my CPU hurt” doesn’t mean “use a larger percentage of the CPU time to transcode quickly” but “use the highest quality settings, my CPU can take it”. In other words, slow transcoding is exactly what should be expected with that setting (even if it could be expressed more clearly).
OP can you supply logs of a failing recording please.
Something else to consider is that the ATSC standard allows for bitrates up to 19mbps. So if the broadcaster is sending the channel at that data bit rate the standard plex has sent out of 2k passmark per stream doesn’t exactly apply.
Saying you have an i7 doesn’t really explain your cpu situation. There have been several different generations of i7 cpu’ s even with different core configurations.
What are you using for a client?
Hmm - I don’t have stuttering at all with live TV on my IPad mini. I have the app set to original quality when I am on my local network. Not sure if maybe your setting for this is playing a part?
