This issue was introduced in Android client 9.16 and after almost a year, it still isn’t fixed.

That’s weird. I have no problem playing back my recordings on my Android client running Plex for Android 10.3. Perhaps this is client specific? Which client are you using? I’m using a $20 Walmart Onn 4K puck (previous version, not the current one). Perhaps your client doesn’t like MPEG2VIDEO streams?
It is specific to Nvidia Shield Pro as they work fine on Apple TV. Those are the only clients I tried. It worked perfectly fine before Android version 9.16. Recordings will playback from the beginning but fail to resume.
It has something to do with audio format in the stream which is ADTS in AAC container. Like I said it worked perfectly fine before 9.16. At this point that’s just too old to use anymore.
I personally don’t have any broadcasts in my area using ADTS; everything here is AC3 (along with the MPEG2VIDEO and captions, all in a TS container). Perhaps this is a region-specific problem then. You may need to provide further details, including the location details.
