Last week I removed all of the shows set to automatically record. I realized that I set the recordings to automatically delete after a set amount of days, but found out it was deleting all the show files including ones that weren’t recorded via DVR. Anyways, I am noticing that these shows are still showing up each time they air as partial records (anywhere from 4 seconds to multiple minutes). Anyone else experiencing this same issue? Seems to be a bug?

I’m having the same issue or not recording at all. I see that no one has helped with your issue. Plex really need to get real support. Especially for people who have there “shiny plex pass” very disappointing.
I would suggest updating to 1.10.0 that was released this week. There have been several releases since the original post, many with improvements dealing with the transcoder and signal issues. If you are still having issues with recordings on 1.10.0 you will need to post full logs so someone can research. You may also need to capture a sample video from the channel once logs are reviewed.
